The NATO intervention in Kosovo in 1999 is often cited as a successful example of the use of military force for humanitarian ends I have known seasoned Friends who feel that the episode puts a question mark over the practical applicability of the peace testimony It seems to me, on the contrary, to be the clearest possible example of the inefficiency of military force and the effectiveness of nonviolent peacekeeping The air strikes, which had appalling consequences for the people of Kosovo, were preceded by an international intervention which was relatively successful but has attracted little attention from the media or even from academics
